Animal Feed Bulk Export: Food-Safe Container Liner Selection

A container liner used for animal feed is not the same as a general industrial bulk liner. The liner sits in direct contact with feed ingredients—soybean meal, fish meal, extruded pellets, corn gluten, vitamin premixes, or complete feed—for three to six weeks. It must do three jobs at once: keep moisture out, prevent contamination, and release cleanly without leaving residue that could compromise the next cargo.

What Food-Safe Really Means for Animal Feed

For animal feed, packaging safety sits between food-contact material requirements and feed hygiene regulations. The exact documentation depends on the destination market.

In the EU, most bulk feed falls under Regulation (EC) No 183/2005, which sets feed hygiene and traceability requirements. A liner does not need a separate feed approval as a final feed product, but the feed business operator must ensure the packaging does not make the feed unsafe. In practice, EU buyers also expect the liner to meet Regulation (EC) No 1935/2004 and Commission Regulation (EU) No 10/2011 on plastic food-contact materials, with migration test evidence.

In the US, the primary control is FSMA Preventive Controls for Animal Food under 21 CFR Part 507. Buyers should request a supplier’s food-contact compliance certificate for the polymer grade, typically 21 CFR 177.1520 for olefin polymers such as polyethylene and polypropylene, plus documentation on good manufacturing practices.

Several voluntary schemes act as practical filters for feed chain packaging:

GMP+ FSA or an equivalent feed safety assurance system
FAMI-QS alignment for specialty feed ingredients
ISO 22000 or HACCP-based food/feed safety management
FDA and EU food-contact declarations for the polymer structure

A reliable container liner supplier should be able to provide a certificate and a Declaration of Compliance that specifies the material layer, thickness, migration limits, and test conditions. Avoid blanket claims such as “FDA approved” with no standard number or test report behind them.

Material Options for Bulk Feed

Animal feed is not a single product. A liner that works for whole corn can fail for fish meal, mixed feed with 8% added fat, or fine mineral premixes. The material and construction must match the cargo form and route.
